Create a List
Create a List is the voter universe builder. It lets a campaign filter the voter file into a targeted group that can be saved, cut into turf, or used for outreach planning.
What a list is
A list is a saved group of voters produced from filters. Campaigns might create lists for:
- persuasion canvassing
- turnout operations
- primary voters
- low-propensity supporters
- voters in a target precinct or district
- phone bank universes
- volunteer recruitment
- special outreach programs
How to build a list
- Open Voters → Create a List.
- Choose the filters that match your goal.
- Review the matching voter count.
- Save the list with a clear name.
- Use the list in My Lists or cut it into turf from My Turf.
Good list names
Use names that explain both audience and purpose:

Clear names prevent organizers from accidentally using the wrong universe later.
Tips
- Start broad, then narrow. Over-filtering too early can hide useful voters.
- Save important universes instead of rebuilding the same filters repeatedly.
- Create separate lists for different outreach modes when the targeting logic differs.
- Before cutting turf, confirm the list size and geography make sense.
